Well they will close concourse E, so I would hope they will have some other officers come in or ready to work in the checks. Maybe they won't have all 80 up right away but at least 60 or so. Concourse E only has 37 stations I think. So if all 80 are working that should be a nice cut down in time. I know someone who recently got hired for CBP in Florida, he said it looks like he is going to get stationed at MIA. So I think they are hiring but hiring and the academy will take months.

As others have said, a beautiful new immigration facility with twice the number of stations is ONLY effective if it's staffed properly. I can't count how many US airports I've been to with sparkling new immigration facilities and only three or four booths staffed by CBP officers. I've seen it at DFW, PHL, JFK, SFO...
