IAD C/D Replacement On The Cards?

All:

I was in IAD on Tuesday, connecting from FRA on the new LH 748. The flight was fine, and I had hoped that since we were arriving after many flights from Europe, customs wouldn't be very full at 15.45.

My God, was I wrong.

The baggage claim in customs was over loaded with people and the UA customer service desk only had one person working. There was only one agent taking the customs forms.

People (with poor English) were panicking as they couldn't understand the process, especially in the security line.

So, my question is, are they ever going to finally build a new C/D concourse with a new customs facility? I saw signs up for it, as I walked to the interterminal train.

Edit: Also, are they ever going to replace the people movers? They look so worn out.

Ahhhhh, Dulles airport. Easily the most frustrating airport I have ever had the pleasure of transiting through.

I really don't know, but I would imagine it's going to be a long time. The interterminal train was finally completed within the past couple of years but that project was in the works in one form or another for decades.

Why would they refurbish them when the replacement system (ie, the AeroTrain) is already built and in service?

They do serve a purpose, e.g., when an international flight comes in to A/B and passengers need to be taken over to C/D for customs and immigration.

Eventually. IIRC C/D was built circa 1984/85 with the express purpose of replacing them with a "permanent" structure by sometime around 2000ish. I'm being vague because I don't have the exact dates and stated plans, but that's the general idea - the structure was intended as temporary for only 10-15 years until a suitable permanent one could be built. I would liken it to the Silver Line - something that was always intended and talked about, but took basically 30-odd years to come to fruition. There are various takes on that, such as United wanting MWAA to pony up, MWAA holding out, etc., and others can speak to the prognosis right now.

The AeroTrain was built to accomodate notional future concourse(s) at the expense of convenience for us now. I'd say that's as good a vote as any in favor of a new C/D (or additional new structure) in the medium term. Funding and logistics are always issues too, but if MWAA weren't committed to such a plan, the AeroTrain wouldn't have been built the way it was.

Between those points and the fact that the moon buggies are limited production custom units (I think Chrysler built them actually), my guess is that there won't be any significant improvements to them other than what's needed to keep them in service.

I believe the fifth runway is going to arrive before the new C/D terminal. The fifth runway has been approved by the FAA, but no time frame was set on the project. The official D2 (Dulles Development) page has had the same info since the train was finished. The new terminal is not part of the D2.

Replacing C/D has been on the master plan for a long time. Someday, it will happen. It doesn't seem like anybody is seriously talking about it currently. UA and MWAA will have to haggle out the funding for it - when UA finally decides they want it to happen, they can make it happen by putting in a large share of the money.

The airport has put up some deceptive advertisements there. I think an uninformed but reasonable person would look at the ads, and believe that a new terminal building was going to come soon, and it was actively being worked on. That is not the case.

I get that the airport wants to explain to people that the current C/D is meant to be temporary, as is the walkway from the aerotrain station to C/D - so people don't wonder why so much money was spent to build a train station in the wrong place. But until there's real work ongoing to replace it, the 'temporary' tag is just a joke.

No -- not all of them. Some were used at YMX before it was converted to cargo only.

It seems that the OP was talking about the FIS connecting passenger customs facility in the lower part of the C terminal. At 3:45 in the afternoon when he went through, the peak rush is just starting to slow down. Not much room to expand that facility and all the UA, SK, LH, OS connecting pax overload the place. It is still a lot more closer to your connecting flight when you finish the process. The Main terminal Immigration facility is lot nicer now after the upgrades and for the most part can handle the crowds.

There is no commitment to build anything so a Concourse C/D replacement is more than a decade away.

The "mobile lounges" that operate between the terminals have newer bodies and the passenger compartment is like a wide subway car. The ones on elevators that can meet planes directly do not look much different than they did in the 1970s.

I used to work at IAD and when we had a flight that we assigned to the pad, we had to call for people movers. Those things are cool to see around there. As far as the C/D replacement they do have a site picked for the future. I hope that it has an aerotrain stop.

C/D was set to be built until 9/11/01 happened. After that UA pulled out of the funding saying it wasn't needed at the time. In fact the fueling hydrants were already installed during the first half of 2001.

I also saw plans for a 70-gate regional jet concourse which would have been located near the base of the new tower. At the time the completion date should have been around 2005. That terminal never got past the planning stage.

One of the original plans of the Aerotrain was for passengers off an international flight to be escorted through sterile hallways to a separate Aerotrain which would take the passengers directly to the International Arrivals Building. Until that happens, expect to see the plane-mates shuttling passengers. One of these days the mobile lounges will be retired. When they are, hopefully one of them can be donated to the Smithsonian Udvar-Hazy Center. All they have to do is drive one over there.

Money, Money, Money, UA and the Airport do not have such a large amount of it to start replacing the C/D terminal as was invisioned in the past. The current Airline economic enviroment, UA's merger with CO, Finishing the Metro subway extension are more important now. In fact, UA has made a lot of improvements lately into upgrading the C/ D, new carpets, new podiums, renovated restrooms, upgrading jetways. That is why people joke "Permantly Temporary" when talking about that terminal!

Its not taking people to C/D for customs. C/D have own customs for connecting passengers.
Its taking people from A/B to IAB.

Star Alliance carriers that arrive in A/B split their local and transit pax's. The transit pax's from SA,NH,LH,SK,OS all go to the C/D for customs
