Canada 3000 Vans?

I was in downtown Toronto today by the Eatons center and I saw a Canada 3000 van drive by. It had the airlines logo on the side of it and a rotating orange light on the top. Has anybody else ever seen this. What is it used for? Do any other airlines have these? Your replies are appreciated.

Alot of airlines have vans in their own colors, from time to time I see an Air Transat van driving near my house, but most of the time they stay in the airports areas.
