More than likely, it's on its way to Philly. Berlin's not too far from the manufacturer.

Description under the picture says Hamburg. I think thats the place where Airbus is painting its airplanes.
Soon that plane will be daily visitor at DCA-LGA-BOS

I've connected in DC to get from Boston to Paris. (I still got there, even though DC is out of the way.)

The A319 and A321 go through final assembly in Hamburg.

It's on a test run, prior to delivery. Most, if not all of our A319/320 fleet are DELIVERED to TPA first, prior to going on the line. BTW, the A319 in shuttle configuration, seats 124, all coach. Can't wait to see the first A321 in January!

Probably on a test flight from the A319 production facility in Hamburg
Common sense tells you that  
Besides, what the hell would it be doing there on a revenue flight.
