Tail Mounted Jets And High Wing Props: Safer?

Does high wing props and tail mounted jets are safer then low wing props and wing mounted jets in emergency landing (In these planes engine cannot hit the runway than landing without gear). I know, that then propellor hits earth, it's parts can scrap fuselage. There is a great risk for passengers sitting near wings. Than LAL SAAB 2000 maked an emergency, all passengers were told to sit in the back of an airliner (because parts of propellor cannot get here). What was be done if the plane were full?
