Lloyd Aereo Boliviano Question?

Bolivia in 2000 was under Category 2 rating under the FAA's safety oversight program (which prevents non category one carriers from adding new routes or equipment to the US). The director General Daniel Doering believed that Category 1 status would be reached by the end of this year . That would have enabled LAB tp launch their planned Miami-Washington Dulles service that originated in Santa Cruz. Did Lab ever reach Category 1?
