This is what I was lead to believe. The information is from March 2001:

Visiting Hamburg-Finkenwerder
The travel agency Hapag-Lloyd offers a guided tour. The admission charge is DM 20 for adults and DM 10 for pupils and students. The guided tours are held in Hamburg-Finkenwerder from Tuesday to Friday at 9:00, 9:30, 10:00, 11:00, and 11:30 respectively and take about two hours.

Please contact
Hapag-Lloyd,
Mrs. Manuela Esch

21129 Hamburg

I was there two weeks ago. The tour gives you a picture of every step of the production. And they don't only build the A319 and A321 there but also the fuselages of all Airbuses being built in Toulouse. At the moment thry are working on the fuselage of the first A340-500 if they havn't sent it to france already...
The best thing is to go in a group of at least 10 and max. 15 people. You have to register for it about 6 to 10 months ahead, since they usually are booked out for that period of time. I wonder how it wil be once they also work on the A380 there.
