Canadians Clearing U.S. Customs To Fly To Mexico?

Sun Jul 01, 2001 4:14 pm

While traveling through Europe last April I met a guy from the Vancouver area and he said that once he had to clear U.S. customs to fly from YVR to Mexico and the reason had something to do with the movement of drugs and that the U.S. asserted their right to do this because the planes would travel over U.S. airspace. Can anyone confirm this practice?

I realize that U.S. customs is already in place at many Canadian airports to make it easier to operate services between the two countries, but even as an American it seems intrusive to me to require people to pass through your customs when they are not planning on stoping in your country.

When my brother flew to Mexico from here (Calgary or YYC) he had a connection in Chicago and he had to clear customs, but I could understand considering they actually landed and had a few hours in Chicago (plenty of time for a smuggler to make a deal if he didn't have to clear customs  Nuts). Do you know if the guy you were talking to had a direct flight to Mexico from YVR? Or was there a stop in the U.S.?

I was under the impression if you go from country A to country C via country B, you do *not* have to clear B's customs as long as you stay in the transfer lounge or whatever you call it. If you want out, even to the rest of the airport, or if the connection is between two airlines then you have to clear customs.
That has always been my experience, although as I am from the US, the US customs and immigration may do things differently.

I have never seen a "transfer lounge" in the US. Unlike many asian and european countries, international flights leaving the US depart like any other domestic flight. Anyone can access the gates area, even if he/ she is not traveling. In other countries, the international departures area is restiricted to international flights' passengers.

I can't imagine connecting between two international flights via a US city without sitting foot on US soil. It would be logical for a transit passenger to clear customs before boarding the second flight.

It was my impression that it was a non-stop flight to Mexico.

When I was flying from SJU To CUN via PTY we left the plane in PTY and were able to walk around the airport with no problem and didn't have to clear customs in PTY.

Only non-stop schedule flights from Canada to Mexico are:

Japan Airlines: MEX-YVR-MEX
Air Canada: MEX-YYZ-MEX
Mexicana: MEX-YYZ-MEX

I remember that the Canadian flight MEX-YYZ (1:00 am)was always full, because Canada does not require a Visa for Mexican Citizens, so lots of mexicans want to go to Canada to find a job. I don´t think that you have to clear customs when traveling to MEX non-stop from Canada. I have done it because I always fly to Canada with a connection in the US.
If the mexicans that do not have a US Visa when traveling to Canada non-stop have to clear US Customs, they will have problems getting out of Canada.

I've flown a couple times from Vancouver to Mexico and have never needed to clear American customs. These were on charter flights, but it shouldn't matter. The only reason why that could've happened is that somehow the plane was parked in the American flight terminal instead of the international terminal.

Any traveller landing on US Soil from overseas must clear US Customs at their point of entry, even if they are not travelling to the US. I am told the reason is US International Departure Gates arenot sealled Customs Areas, unlike the rest of the world, therefore you are officially in the US if you are at one of them and therefore you must pass through customs. In any other case to the best of my knowledge, if you are just transiting you will remain in the Customs Secure Airside and therefore you donot officially enter the country you are transiting in and therefore donot pass through customs. This has been the case since the year dot, oddly enough my mum is at this very moment flying United from London to Sydney and had to clear US Customs at sfo last night. She's been flying that route for 40 years and has always had to do that.

Hope that helps  Smile

Well Iberia has a "hublet" in MIA....do those folks clear Customs on flights to MIA, awaiting flights to either MAD or Latin American cities?

This is not an example of a connecting flight, but I have seen the old VASP flight arrive at LAX from GRU en route to Tokyo or Nagoya, and those passengers not leaving at LAX were herded into a makeshift "sterile" room with a couple of TV's, restrooms, and a bank of telephones. Not much else! Just waiting for the flight to leave a couple of hours later.

johnboy and Bookratensa, you've answered one of my questions, the US doesn't have sealed customs areas or transit lounges.
Now the question is, why? I am assuming maybe it is because there aren't enough transiting pax to justify the extra expense, but maybe there are other reasons.

Eight years ago, my brother and I flew from YVR to SYD, and we never had to clear US customs in HNL at all while making a connection to board a QF flight to SYD. Is this still the case even as Hawaii is the 50th State of the Union, or do you now have to do this, as in travelling to Mexico?

I think HNL has sealed transit lounges, as HNL is a major stopping point for transpacific flights between Canada and Australia/New Zealand.
