I wouldn't say short haul business is a waste unless you are a budget conscious traveller and would presume that paying the extra is likely to give you luxury. It is a little more comfortable and doesn't hold a candle to longhaul business
The main differences are business check-in and lounge access (status pax get this anyway). I usually do around four to six returns in shorthaul business a year, usually on BA
Club Europe and what I notice is the divider is brought back so that hardly any Euro Traveller passengres have a seat free beside them. However in Club Europe it is possible to have a party!
The food is usually a lot better too. Here is an evening meal I got on a recent flight.

For me paying the extra for short haul business is worth the miles and points alone, however it is a more comfortable way, not luxurious way to travel.
Interesting someone mentions longhaul a/c on shorthaul flight. One of my friends who sometimes posts here flew out to Lisbon during Euro 2004 and a longhaul 747 was subbed due to increase in demand and he got a seat in First both ways for just over £200
