No you cannot ask for seconds. My father asked for more food after complaining about a steak that was roughly 4 ounces of meat. The flight attendant said that there were no other business class meals that they could provide (the plane has 22 of 26 Business Premier seats filled and I doubt they had no left over entrees). As a compromise he was given a leftover economy class meal. That made him pretty livid.
People in New Zealand may be comfortable with smaller portions, but a lot of Americans like a large steak for dinner. It's better to have happy satisified customers and have to throw out leftover meat than have disatisfied customers. If only one person per day takes their business elsewhere because business class meals are too small, then Air New Zealand has probably lost more money than they save by only having limited food. I can understand limited catering on short flights, but on Transpacific flights of 10 hours or more on widebody aircraft, there is no excuse for having such small portions. I know that I was only just satisfied with my meals on Air New Zealand. I certainly was not full, and I don't eat that much since I'm a rather slim guy. An athlete would be very disatisfied.

I did comment on meal sizes in my trip report. I even wrote a letter to Air New Zealand about being dissatisfied. When you pay $5000 or more for a business class ticket, you expect to get as much food as you want. I've never had a problem with a shortage of food on any Star Alliance carrier other than Air New Zealand. People might complain about United, but their food offerings exceed Air New Zealand in quantity and quality in premium classes.
Here's the response that I got back from Air New Zealand after complaining:
