Tucson-Southwest has the most flights. with 17, United/UAX with 13 and American Airlines with 12.
Quoting DesertAir (Reply 21):
I counted the flights on the Tucson International Web Site. I did forget to count US. WN will be up to 18 with the additional Midway flight.
Quoting AlexPorter (Reply 14):
PHX: US Airways & Southwest are pretty close - I think US has more passengers, while WN gets more O&D (a lot of US passengers are connecting). Not sure exactly though - but those two combined are the majority of flights in PHX.
Quoting Bridogger6 (Reply 26):
Actually as of a few months ago, US/HP had about 150-200 more flights than WN. And even with express being counted, I believe US/HP has more daily mainline departures too.
