Your best bets are to either take Amtrak (about 4 hours) from Newport News or pay for a flight (most likely US is the best bet since you can go nonstop to DCA
, or for another $10 or so add a stop in CLT
one way) - it comes out to about $160 round-trip. By the time you add in the costs for an Amtrak ticket to/from Philadelphia to Washington (about $70 r/t on an off-peak regional) and the $10 9/11 fee on the award ticket, you're only paying about $80 more than what'd you'd be paying with the award ticket.
I'd just buy a revenue ticket on this one (or drive up to DC) and save the 25,000 miles for a nicer trip that's a bit longer, where you can get some more bang for your buck.
