Dominican Rep: Most Int'l Airports Per Capita?

I was just thinking - is there any country in the world with more international airports per capita than the Dominican Republic?

For a country of 10 million people, in a land area less than the size of West Virginia, they have five major international airports: SDQ, STI, POP, PUJ, LRM. (I am ignoring a handful of smaller airports that do inter-Caribbean flights).

Does any country come close to this, in terms of airports per capita of population and land area? Why are so many airports necessary? I imagine because they are mostly tourist-oriented. But are the roads so bad that each of Punta Cana, La Romana, and Puerto Plata just HAVE to have their own airports?

For example, STI and POP are just 24 miles apart! PUJ and LRM are 37 miles apart.

Thoughts?

With just 8,680 km2 (3,351.4 sq mi) and around 300 000 people, the island of Corsica (a French departement in the Mediterranean) has no less than 4 International airports :

AJA (Ajaccio), BIA (Bastia), CLY (Calvi) and FSC (Figari).
Thanks to breathtaking landscapes and beaches, the Island is a very popular destination for tourists from all over Europe.

If you are including autonomous regions as well:

Svalbard: 2572 per capita.
Greenland: 8,065 per capita.
Nauru: 14,019 per capita.
Gibraltar: 29,286 per capita.
Monaco: 30,586 per capita. (Heliport)
Iceland: 105,864 per capita.
Kingdom of Denmark: 330,942 per capita. (including Greenland, Denmark and Faroe Islands)
Spain: 1,150,753 per capita.

Cuba, population about 11.2 million, must have at least 10 international airports. AC alone serves 5 airports in Cuba.

Ireland (Eire)

Population: 4 million

International Airports: Dublin, Cork, Shannon, Galway, Kerry, Waterford, Wexford


New Zealand

Population: 4 million

International Airports: Auckland, Hamilton, Rotorua, Wellington, Christchurhc, Queenstown, Dunedin

although at least NZ is spread over 2 islands.
