It was to be expected, but I can't say many people will be happy about it (but that's usually the case with any tax increase). It's not even a green tax either, it's purely a revenue generator.

It depends on how much the Eurostar or bus+ferry is: I doubt there will be too many cheap fares during the Olympics! It may still be cheaper, but then it could be cheaper regardless of the increase in APD!
Plus, APD is only charged on departures and not on arrivals or transits, so a savvy passenger, if possible, might fly to London and fly out of Paris/Brussels/Amsterdam using surface transport.
