Apparently your connecting flight to SIN is on the same ticket, so it will not be canceled, instead the airline will have to put you up in a nice hotel and buy you dinner. Seems like they can't get you into SIN earlier than on the same flight 24h later, so why not make it a nice day in Paris, enjoy the hotel, and fly a day later. A free, expenses paid mini vacation. Plus you might score some sort of compensation and maybe an upgrade tomorrow. Just ask politely!

Regarding an upgrade : the problem is that at DUS airport, the counter is manned with people working for AF but not AF personel. I know they are very friendly and helpful but if they can't do something, go to the AF transfer desk upon you arrival at CDG and if the CDG-SIN is not full, you may have a chance.
