Airline flight numbers?

Hi all. I have a curious question of someone in the planning or scheduling world: why do several of the European airlines use a passenger flight number versus and operational flight number? I know there are issues with 24hr operations where a flight on the same day can't be repeated. But I see BA and KL for example using the same number-combo for flights across the pond which are different than the flight that they use for pax: eg. BA92 versus BA 6CA or something like that. Any idea why?
Keeping the airlines in business since 1966...119 airlines, 175 airports and counting.

because similar numbers from different airlines are operating in the same region at the same time, which may cause confusions to both ATC and flight crews

Thanks folks. I guess as the industry gets busier this was bound to happen.
