Query on policy vs legal requirement

Hello

I recently flew Bristol - Malaga - Birmingham

On the way out with Easyjet electronic devices in flight mode were allowed gate to gate and cabin lights dimmed before take off as it was very early morning. As we were holding to enter the runway i noticed a Ryanair flight with cabin lights fully lit taking off before us.

On the way to Birmingham with Jet2 cabin lights were dimmed for take off and landing as was dark but they only allowed electronic devices when the seatbelt sign was off.

My query is that is there any regulations about of cabin lights and use of electronics or are they airline specific - for some reason I thought that dimming cabin lights was a requirement?

To the best of my understanding dimming cabin lights for takeoff and landing during hours of darkness is a requirement for UK registered airlines. Ryanair of course is not a UK registered airline but an Irish one.
The UK CAA now allows UK registered airlines to make their own rules about when electronic devices can and can not be switched on,

Thank you - i thought the electronic devices one was airline specific. Maybe I had read about dimming the lights and assumed it applied to all. It just stood out as strange I suppose
