Cruise altitudes in China and Mongolia

Hello, I was recently messing around with planes on FlightRadar24 and I found something interesting.
It's that the cruise altitudes of aircraft in China and Mongolia are 100 feet higher than usual (ex. not 36,000 ft, but 36,100 or something similar, see attached photos). Can someone, please, explain me this phenomenon?

Suggest you Google China FLAS as it has both graphical and scripted description of these procedures. I believe that this is driven by the China's military requirements for airspace allocation.
