Why do they so often "pull over" and let other aircraft take off ? Some times they sit there (even when there are no other planes in line) for around 10 minutes. I've seen at least 2 or 3 taxi back to the terminal after being "in line" to take off at 28L. Could it be a weight problem??

I'm not sure about the actual answer but one possibility could be the "wheels-up time". The "wheels-up time" is a time allocated by ATC for an aircraft to become airborne. I think it's purpose is for traffic flow and sequencing.
