Here's how it reads in plain text:
Kuala Lumpur date 13,time 0530z (=GMT/UTC),wind 150 degrees at 4 knots,visibility 10 km or more,clouds scattered at 1800 feet,broken at 28000 feet,temperature 34 degrees Celsius,dewpoint 24 degrees Celsius,altimeter setting (QNH) 1009 mb/hPa,no significant changes (during the next 2 hours).
TS means thunderstorms,FEW17CB means few cu/nimb's at 1700 feet,TCU means towering cu/nimb's,BECMG 1213 09005kt means that from (approx.)12Z to 13Z wind will change to 090 degrees at 5 knots.
