Usable Runway Lengths

Here's a quick question:

Are published runway lengths from touchdown to end of runway or are they from beginning of asphalt to end of asphalt?

It's measured from threshold to threshold on simple runways.
I'm not sure how it's measured when there are overruns at either end, or when there are displaced thresholds for obstacle clearance during landing.

Runway lengths are measured including displaced thresholds and all fully usable runway surface. They do not include overruns, stopways, blastpads, or aligned taxiways.
