Tcas Operations

I am writing an assignment for my MBA on game theory andwill be using this theory to describe what happens when TCAS alerts are "interfered" with by ATC instructions, such as happened during the recent midair collision over Southern Germany. For that I would be grateful if somebody could provide me with TCAS operations instructions (or a good link where to find it). Of particular interests are:
- Rules for assigning climb / descend
- Rules for dealing with conflicting TCAS / ATC instructions
- Reliability of TCAS
