ATR Rudder

Does anyone have an easy explanation for how the ATR Releasable Centering Unit works ? I've been flying this beast for years and still don't get it !

When I was in ground school for the ATR, it was explained this way to me...

PFM: Pure F*cking Magic!

I'm very interested to see if anyone can actually explain how that thing works!
