Sounds like another way of saying approaches are in use to parallel runways...

Haven't heard that expression before,but I believe it means parrallel approaches/departures are not in use,i.e. these are "staggered".One requirement for parrallel operations is that the runways have to be laterally separated by at least 1/2 nautical mile.If not,then "staggered" operations can be performed.
