Citrus 4 Departure (MCO)

I was planning out a flight on my computer that departs MCO. When looking at the "Citrus Four Departure", the departure description was:
"All aircraft maintain heading as assigned for vectors to appropriate fix. Maintain 1500 feet. Expect further clearance to filed altitude/flight level 10 minutes after departure."

My question is about the 1500 line. Why is that so low? Most other DPs I've looked at are all 3000' initally or higher. But 1500 feet? All other MCO DPs were 5000'. The name at the top of this chart is followed by "(Obstacle)". Can someone explain what an "obstacle" departure is, because it seems like if there's an obstacle, you'd want to climb rather than level off right away.

Having flown the Citrus 4 Departure many, many times, I can tell you this... It is mainly used out of Sanford for the flight schools there, and the 1500 ft climb is for the smaller general aviation aircraft that are remaining within the local area. So, keeping the general aviation a/c low, they stay out of the way of the big boys going in and out of MCO (when the 18's are in use at MCO, their intercept for the ILS is about 5-6 miles south of sanford)....
As for the obstacles.. the ones you would have to worry about are the Bithlo antennas about 10-15 southeast of the feild, and tht Orange City antennas to the Northwest of the feild. (that is my best guess on the obstacle). Hope this helps.

Thanks Mjzair. I didn't realize it wasn't for MCO. It was listed with the other departures so I figured it was for MCO as well. I'll go back and take a look at it again.

I think that Citrus 4 can be used out of MCO, just not very often.. Most of the time I flew out of MCO It would be the Bitho 7 - i think - northbound toward JFK
