Thursday Night @ DCA

I was listening to my scanner late last night (2230-2330) and kept hearing someone calling DCA tower about "low pressure . . . " He seemed to alternate between flying over runway 15 and runway 19. I never could make out all the details.

Was this an FAA plane checking the navigation equipment at DCA? How often is this done? What does "low pressure" refer to?
