I just recently recieved my permanant CFII certificate in the mail, a mere 3.5 months after successfully completing the checkride. Having eaten up 100 of the 120 day useful life of the temporary ticket, I was starting to get a little nervous. Anyway, I'm just posting this as a "heads-up" for all those who have recently passed practical tests that the certificates are taking a long time to come in the mail. Hope this helps.
Incidentally, I really like the FAA's new plastic certificates rather than the old papers ones--much more attractive and durable. Want to know what it looks like? Pass a checkride!
