What Is That Little Black "thing"?

Is it some sort of static discharger? The plane is an A332.

The Little Black 'thing' above the fuel dump tube is indeed a static discharge wick. All the best.

In the case of the A330/340 family, the fuel flow out of their fuel dump nozzle is around 1150 kg per minute - pretty impressive!  Big thumbs up
