What do I understand form these NOTAMS? That, starting since dec the 1st, this airport will work with ILS cat. IIIB.

But... is it possible that, because of the SMR missing, only ILS cat. 1 approaching are allowed?

What does it mean to have cat I approaching? That this airport will always work Cat. I until the SMR will be installed?

Looks to me like it's just a NOTAM regarding Low Vis taxi routes and procedures. It states that it is effective under CATII, IIIA&B and Low Vis T/O. It also says it CAN include CATI as well.
