Correct me if I'm wrong, but I think it looks like a gravel deflector for unpaved runways. Some Boeing 737s have a similar feature.

FOD (Foreign-Object-Damage) deflector due to low fuselage and fuselage- mounted engines, however it can be removed in case the deflector itself got damaged.
