Is UA Still Allowed To Use Pyongyang FIR Route?

I like to track the flight routes of UA Asia flights via flightaware.com. And I noticed recently that the UA SFO-ICN flights are not routing via Pyongyang FIR (between waypoints NULAR - KANSU on B467) like they were before the nuclear tests. Instead they are going via Russia or Japan.

But strangely, the SQ, KE, and OZ SFO-ICN flights are still using this routing, and they are departing around the same time of day.

Does this have to do with US sanctions against North Korea? Just curious -- is there any UA dispatcher that knows the answer?
