What Is This Around The Aircraft?

Magnetic Anomaly Detector is my guess. To find subs and stuff. Otherwise some sort of survey.

Why are we looking for water in the Grand Cannon? I can tell you were there is water in the Grand Cannon with out spending a penny. Its in the Colorado river!

Anyone know how this contraption works? I bet it is hell to fly into icing conditions
