Headrest Installation

I was just curious how headrests attached to the seats are installed? Are they part of the seat cover, or physically attached to the seat structure? What sort of certification do they require? I am referring to this style of headrest: http://www1.istockphoto.com/file_thu...hoto_658966_airplane_seat_rows.jpg The ones that look like they were added on later. Thanks for any answer in advance.

This type of headrest is fitted into two tracks/retainers that are screwed into the top of the seat and are held in place with two circlip type pieces of metal. The tracks are attached to the frame and surrounded with foam.
No defect too big, no defect too small, nothing in the log --- No defect at all !!
