Help With ATC Lingo Please?

Will somebody tell me what this means for DCA from the FAA delays page?

General Departure Delays: Due to TM Initiatives:ESP:VOL:EnRoute, traffic is experiencing Gate Hold and Taxi delays between 31 minutes and 45 minutes in length and increasing.

Just a guess, but TM means Time Management?

You're better off asking this question in the TECH/OPS forum, you'll get an accurate reply in a faster amount of time than here in Civ-Av.
I'd take the awe of understanding over the awe of ignorance any day.

Traffic Management. VOL is volume, but I'm not sure what ESP means.

I wanna say its "especially", I've seen it before, just not 100% sure...

Enroute Sequencing Program, basically a wheel-up time to slot you into the flow.
