Guy/woman In Charge, Title?

Some help pls, what is the title of the person responsible of an overseas carrier local operation?
If I am flying British Airways and I am stuck in say India with a problem, who would I ask for?
Does the title vary from country to country?
Is it Station manager,country manager or something of that line?
