There is a CHQ
mtx line and hangar in SDF
. Only a few mech works during the day there out on the line. If they're busy, they won't do any contract work because their airline comes first.
As in your case, the plane went AOG and it makes more sense to ship a part with the mech if one is avail to do the job or assit with the R&R of the hyd pump and the hyd pump is not avail locally.

Wrong, I was called to work on a Expressjet 145 at LGA
recently. PSU fell down from the overhead in the cabin.

It depends if CHQ
has the part or not. I would say if they just only have one in stock, they most likey will not let you have it.
It all comes down to the approval of the AOG dept and the purchasing deal being worked out for payment of the part before it can leave CHQ
parts dept to another airline.

That is incorrect. At my base in LGA
, it's a CHQ
line mtx and we provide mtx for CHQ
, Republic airlines and Shuttle America.
The only exceptation is if we have to install a new engine, replace a PCU, or anything requiring a inspector signature on a Republic airlines or Shuttle America plane, the respective airline will fly in their own inspector to do the inspection and signoff.
Now the problem with handling all of the three airlines, the base manager has set up policies if we get a call from Republic Airlines or Shuttle America:
comes first, whoever calls in next will be on a "waiting list" below CHQ
planes until we're not busy with the manpower on CHQ
I'm sorry you're gonna have to wait...if I'm working on a Shuttle or Republic plane and I get a call from CHQ
that a plane called at departure time, Returned to Gate or Returned to Field...I will get pulled off and work the CHQ
plane and return when I'm avail.
