What Are The Rules For Record Locators?

Hi all,

My sister got a funny 6-character long record locator for an international flight she recently booked. I believe these codes are created mostly at random, but I'm sure there are some basic rules (I thought the same letter couldn't appear repeated together but her locator ends by two LLs).

This leaves me wondering: If there are rules to these record locators, what would they be?

I have always understood it is how the IT system is "written". SABRE allocates only 6 digit letter RLOC's, which other airline systems include numbers and letters. Many train and cruise line systems assign only number series up to 8 digits.
Not a technical system person by any means, but my years of experience on many systems would conclude it is done as the program or IT system dictates.
I am sure an IT whiz can elaborate to more specifics,
