Notam Abreviation

Just regarding this notam, can someone explain what the RAG in part E) means?

In relation to this I have been told it has something to do with an actual fire truck, is it normal for an airport to refer to an individual fire truck like this in a notam?

That notam would normally be associated with other notams that would advise the new airport ARFF category or what is still available, if some equipment is U/S, the airport may become unsuitable as a destination or alternate with the vehicle being U/S.

Very handy link for these types of things:

The FAA publishes a NOTAM document every 28 days (hence the data in the link above)...the front matter always contains the current abbreviation definitions.
