When I worked at ORD
at the International terminal the operations were set up that within 8 minutes of the cargo doors opening the first bags were expected on the carousel. Obviously in order of F-J-Connection bags.
We continually were able to get the "cans" to the belt within the time allotted. Mind you, these times were wide body aircraft.
When we worked Mexicana/Aeromexico, it took about 10 minutes since we'd have two in the belly, and 1-2 stacking bags.
When I worked for American Eagle in DBQ, where the carousel is literally 100 feet from the cargo door we'd have the bags on the carousel before all the pax were off the plane
So yes, there are shorter times.
