Tray Table Latch And Seat Recline

So my girlfriend claims that if the tray table latch is not locked completely vertically, it will prevent the seat in front from having the ability to recline. I've never heard of anything like this before and immediately doubted it. Is there any truth to this?

Thanks for confirming my original assumption! She says that this trick has worked for her in the past, so I think maybe this is an argument I'm not going to try to win.
