Overflying Permit

Hi all,
I am having a customer who wants to transport Empty Guns (No Ammunitions) with Export, Transit and Import permisssions available on hand...
However, some says, Airlines have to obtain overflying permits as well!!
I spoke to several airlines and they don't do it..except for a charter which carry Munitions of War which are forbidden under normal circumstances...
Do you have any idea about this? Please note these are not Dangerous Goods Item..

No airline is obligated to carry such a consignment, they may say no. The US government tends to monitor such shipments very closely.
