ILS System At DAC - Request Info

I've not heard about any improvement of the ILS system at DAC for a long time, and do frequently face delays in flying to DAC (from anywhere), during the winter season - if the flight lands in the early morning to noon hours. Usually the cryptic response given for the delay is "Fog", which I take it as "Dense" Fog. A few times each season, international flights are delayed a few days due to a "blanket" of fog that does not seem to shift, and it's pretty cold and miserable at that time as well.

Any reason why ILS isn't able to be approved for such conditions ? Is it a regulatory/technical/administrative issue, or is it that the weather in DAC is really so abnormal from other destinations that there are other mitigating factors. One issue I am aware of is that DAC continues to have only a single runway, and all the aircraft usually arrive in close proximity, but why no landings in the early a.m. slots ?

What news of any expansion of DAC to either A380, or multi-runway, or god forbid another terminal ? The airfield is pretty large on the western edge for a 2nd runway or a another terminal. Perhaps the cargo facilities could move over there, allowing a 3rd terminal to replace it. Isn't traffic to BD growing by appreciable numbers with peaks in Winter, February, the two Eid festivals and also Summer months ?

Because ICAO requires certain additions for CAT ii/iii environments... The airport has to pay for it.

If the airport needs it...someone has to pony up the cash for it, simple enough.

At this point, it's probably cheaper to accept the delay than to lay out the cash to upgrade.

There are several levels of ILS for various visibility requirements.

Going to a full CAT III for the lowest visibility possible landings is very expensive. And it requires very frequent recertification.

Not only that, before an aircraft can use the CAT III for a very low visibility landing, the individual aircraft instruments have to be certified within the past few months. Also the crew in the cockpit have to be individually certified.

Many airlines are not willing to go to the expense of equipping their aircraft for CAT III ops, or even CAT II ops. Or the expense of extra crew training.

The airlines and the airport ownership have made a cost consideration, which includes available optional airports in the area - and likely determined that the problems of a few days of delayed flights are not as
