Prop Vortices

Nearly every a/c out of here today has had vortices from the props, most pronounced with a herc that took off earlier. Originally on video, had to take a screen grab to share. What are the best conditions for these to form? Temp was in the teens and low humidity, opposite of what I thought optimal conditions were, high humidity and dewpoint close to air temp.

Judging from a quick search in the db moisture is definitely the right condition. Is that frost in the foreground of your image? Maybe the sun was evaporating a layer of moisture from off the fields?

The conditions I got these in were early morning, hazy with the fog lifting, mid-to-high 60s if I recall correctly.
