Airliners Rule,
That is a good question. Most people will just say "Colorful Cards as collectibles", but they are required by the FAA, and there must be enough for every person aboard, including the Crew. I collect them also, but please ask at all times, and take only one when given permission too. Most Airliners these days will not send them out anymore, including TWA. Even the startup carriers MUST have them.

My theory is take a card if you want. JET BLUE even told me to TAKE ONE when I fly with them. They have plenty of spares. Several airlines have assured me of this.
