Is anyone aware of a decent AFCAD for the two airports. I would like the AFCAD to be able to use crossing runways to make the airport free-flowing. Currently with EDDF operating with two runways, its really a mess, need your advice thanks.

EDDF is rather hard to achieve cross wind support. Due to geometry, it only works if you close both 7s takeoff, so have takeoffs from 18/36 - and indeed if you clode the parallel ones, and wind comes from north, than 36 gets used even if closed.
I know it is not the cheapest piece of payware, but have you considered Mega-Airport Frankfurt? If you have the hardware to support it, it is an amazing add-on! I also have KIAH on Just-Flight's World Airports 2, but as I don't use IAH very much I'm not sure if this meets your needs.
Quoting Burkhard (Reply 7): AFCAD is a program by Lee Swordy that allows to modify FS8 airports. AFCAD2 is the version for FS9 airports. These modified airport bgls are called AFCAD files.
Just to be clear, AFCAD files are FS files that define certain airport parameters, such as runway dimensions, surface type and orientation, taxiways, parking spots, navaids, but not scenery objects. Lee Swordy's program allows you to modify the FS9 versions (and earlier) but the last I heard was that he wasn't going to do a version for the FSX AFCAD files.
Yes, unfortunately Lee has left the scene after a short, but severe impact. I've created a way to use his program for FSX airports without any loss, and done more than 1000 airports this way up to now - but this obviously only is a poor mans solution until real FSX design programs appear on the market.
