Garages should be ok for spotting and photography. I have heard reports of some being there for hours without ever being approached, but others are there for 10 minutes and are asked to leave. I personally think you will be fine, although I haven't shot out there in quite sometime (before the 11th).
Whatever you do, always keep your camera in an easy to see place. Don't hide it. Plus, do not attempt to take any photographs from the airport perimeter - you are just asking for trouble at the moment; eventually they will let you again, but if there are too many problems that's it. Nobody shoots. So don't take any chances and ruin it for all.
In fact, I'm not quite sure why so many are in such a hurry to get back to photographing aircraft, at least in the US. If I was you, I'd stay low for a while longer; law enforcement are in no mood to deal with photographers at the moment. If you really want to shoot that bad, stay at your local airport; you know the surroundings and know what to expect.
