Bleed - 1.3 Bleed, 1.5 Bleed, Etc?

When one looks at the 'buy a print of this photo!' section, each photo has a bleed. What is this? Furthermore, the bleed varies depending upon the size of the photo required. For example, it might be 1.5 with 6"x4" but 1.3 with another size. Could you explain this please?
