Why Bad Scan?

This is the first time I have solicited other opinions for a rejected photo. Usually I can see some merit in the scanners reasons for rejection, but I am really puzzled by this one's blanket 'Low Image Quality'.

Looks like an error. The pic looks fine to me, although parts of it could be a tad sharper. Appeal it.
