The explanation is correct though - photos added just before Swedish midnight get just over 24 hours exposure in that view, photos added just after Swedish midnight get nearly 48 hours exposure in that view.
Fair? Yes, because sometimes you win, sometimes you loose. Adding everything at midnight would place a large inbalance on server and bandwidth loading and would be biased to hits on pictures from the parts of the world where prime viewing time is just after Swedish midnight.
Best thing you can do is not upset the screeners. Its interesting to screen at just before 11PM UK (which is just before Swedish midnight). If I'm processing pictures from a photographer who has upset us, then I'll get them processed real quick, but if its a nice guy I might just wait that few seconds until the hour hand ticks over
