Bad Quality Rejection. How To Fix?

Got this one rejected for bad quality. Is there anything in particular I can do to improve it and possibly upload it for a second try?

Little bit grainy up top.

Good thinking to silhouette the tower.. However, always including an aircraft to these types of shots is ideal.

He has the info correct, in this case there is no aircraft/airline info.
